The SSU simultaneously detained 9 FSB agents who were preparing terrorist attacks in central and eastern regions of Ukraine

Counterintelligence of the Security Service of Ukraine (SSU) has neutralized a new, extensive FSB spy network that operated in four regions of Ukraine. As a result of a special operation, 9 agents were detained for preparing terrorist attacks and sabotage missions ordered by Russia. Among those involved were five minors aged 14–15.

According to the investigation, the agents were preparing a series of explosions in residential areas and near Defense Forces deployment sites.

The suspects were also supposed to blow up key bridges and main railway lines of Ukrzaliznytsia, which are essential for the logistical support of Ukrainian troops.

Case materials reveal that the terrorists acted separately but with a clear division of "responsibilities" under the supervision of two FSB officers.

Following instructions from Russian intelligence operatives, one group of agents manufactured improvised explosive devices (IEDs) and stored them in caches.

Other agents retrieved the explosives, concealed them in trash bags or mounds of earth, and placed them at the designated blast sites. They also installed hidden surveillance cameras with remote access for the FSB.

 

 

Using these observation “points,” the Russians planned to remotely activate the IEDs and record the aftermath of the explosions.

SSU officers apprehended all members of the FSB agent network as they were preparing the first wave of terrorist attacks. Over 30 kilograms of explosives were seized, which the Russian forces intended to use across various regions of Ukraine.

According to the investigation, the agents were local residents recruited by the FSB through Telegram channels promising "easy money."

Currently, four detainees have been officially charged under two articles of the Criminal Code of Ukraine:

  • Part 2 of Article 111 (high treason committed under martial law),

  • Part 1 of Article 263 (illegal handling of explosive substances).

 

In addition, two FSB officers who coordinated the network’s activities have been charged in absentia.

The issue of holding the underage participants criminally liable is being considered.
