Defence Intelligence: The situation with payments to the military has worsened in Russia

In the Southern Military District of the Russian Armed Forces, 10% of servicemen either did not receive their pay at all or received it only partially.

This was reported by the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

“About 10% of servicemen in the Southern Military District of the Russian Armed Forces do not receive their pay or receive it only partially. This is evidenced by documents from the Russian Ministry of Defense regarding the results of an inspection of the district in March-April 2025, obtained by Ukraine’s military intelligence,” the statement reads.

According to the Russian Ministry of Defense reports, more than 2,500 servicemen in the Southern District did not receive any pay due to lack of documents confirming their enrollment, and about 3,000 more due to “absence of bank details.”

More than 20,000 personnel received incomplete payments due to missing corresponding orders.

Payments have also not been processed for the families of over 2,500 deceased servicemen, as well as for more than 2,000 persons discharged from the Russian Armed Forces.

The report concerns only one of the five Russian military districts. The scale of the problem may be even greater across the entire Russian Armed Forces, noted the Ukrainian intelligence.

“This systemic issue may indicate a deliberate policy of the aggressor state to rob its own military, whom the Kremlin uses as cannon fodder. This is further confirmation that people in the Russian army are treated merely as expendable resources,” said the Main Intelligence Directorate representative Andriy Yusov.

The intelligence directorate emphasized that analysis of the obtained information indicates a significant deterioration in the payment situation within the Russian army throughout 2025.
